Situated in the heart of Europe HPBI has started to build up a new bank that combines international business and flexibility with a strict legal environment for the issuance of Pfandbriefe aiming at the best possible protection of the Pfandbrief investor.

HPBI as a pure Pfandbriefbank, a "Banque d´Emission de Lettre de Gage Luxembourgois" according to the Luxembourg law, is focused on public sector lending activities in Europe and other OECD countries. By offering customized financing solutions to governments as well as to regional and local authorities HPBI creates a high rated and diversified cover pool as underlying for the issuance of its Pfandbriefe. HPBI therefore limits itself to investments in countries that do at least have a AA- credit quality.

HPBI funds itself through the issuance of covered bonds, the Lettre de Gage Publique, and unsecured debt. HPBI´s strategy is to focus on the demands of mainly European investors referring to liquidity, credit quality, structures and currencies. It offers standardised documentation with its Programme for the issuance of Debt Instruments and its ECP-Programme.
